The Oregon Health Authority (OHA) created the Oregon Psilocybin Services (OPS) Section to license and regulate the manufacturing, transportation, delivery, sale, and purchase of psilocybin products and the provision of psilocybin services (as described in Ballot Measure 109 and Oregon State Law ORS 475A). OPS also adopted Administrative Rules OAR 333-333 to carry out ORS 475A. 


The OPS homepage and the OAR 333-333 contain complete information on licenses, accessing services, regulations, and resources. Since it can be tricky finding the information you need on these sites, we’ve pulled out the most useful links for aspiring facilitators and re-organized them below.

PATH TO LICENSURE

Meet requirements

1) Must be 21 years of age or older. 

2) Must have a high school diploma or equivalent. 

3) Must be an Oregon resident (requirement expires in 2025). 

4) Must pass a criminal background check. 

5) Must complete a psilocybin facilitator training program with a curriculum approved by Oregon Psilocybin Services prior to applying for licensure. 

6) Must pass an exam administered by Oregon Psilocybin Services.

Complete training

All facilitator training programs require 120 hours of instruction with a minimum number of hours dedicated to certain required topics. For online training, at least 50% must be synchronous (live at a scheduled time). Additionally, a 40 hr practicum is required that provides an opportunity to facilitate and observe the facilitation of non-ordinary states of consciousness.

Create social equity plan

Following the OHA requirements:

1) Application of diversity, equity, justice and inclusion principles to the licensee’s internal practices and policies

2) Objective performance measures that the licensee will use to evaluate their social equity plan

Gather application documents

1) Approved identification

2) Proof of high school diploma or equivalent 

3) Completion Certificate from facilitator training program (provided by the program)

4) Social equity plan

5) Reduced Fee supporting document (if applicable)

Complete online application

1) Fill out required fields and upload forms

2) Complete OPS Facilitator Regulations Exam (happens within the application; score over 75% to pass, can retake immediately)

3) Review and submit application

4) Pay $150 application fee via online payment processor

5) Complete background check as directed by OPS via email

Wait for processing

1) Process may take several weeks

2) OPS will notify you if your application is incomplete or insufficient and you will have 90 days to complete and/or meet requirements

3) Go to the TLC system and you will see application status as “approved, pending fee payment and clearance”

License approval and payment

1) Go to the TLC system and you will see application status as “approved, pending fee payment and clearance”

2) Pay the license fee online, by mail or in-person

3) View and print your license ID number

FAQ

  • Per the Oregon Health Authority Fact sheet: “A licensed facilitator will be present with a client during the three components of psilocybin services, which include a preparation session, administration session, and integration sessions. ORS 475A (the statute establishes a licensing and regulatory framework for psilocybin services in Oregon) requires a non-directive approach to psilocybin services, meaning that facilitators will support clients through psilocybin services without directing the client experience.”

  • According to the Oregon Adminstrative Rules 333-333-1050 and 333-333-3070, all facilitator training programs require 120 hours of instruction with a minimum number of hours dedicated to certain required topics. For online training, at least 50% must be synchronous (live at a scheduled time). Additionally, a 40 hr practicum is required that provides an opportunity to facilitate and observe the facilitation of non-ordinary states of consciousness.

  • After completion of the approved program, you will need to pay a $150 application fee. If you are approved for licensure, you will be required to pay an annual licensure fee of $2,000. Applicants who are veterans, receiving social security income, receiving food stamp benefits, or are enrolled in the Oregon Health Plan may qualify for a reduced annual licensure fee of $1,000.
